I'd choose e.l.f. Hydrating Camo Concealer, Monochromatic Multi-Stick and Lash 'N Roll Mascara for a small everyday makeup bag. At the checked US prices, they total $21 and cover targeted concealing, cheek and lip color, and lashes. The compromise is coverage: this is a selective base, rather than a full foundation routine, and the stick's color and finish need to suit you.
If you already own a suitable concealer or mascara, keep it. The three-product limit is a way to decide what earns space in the bag, not a reason to replace something you like.

The basket is $21. Your skincare, sunscreen and makeup removal sit outside that total. I would use clean fingertips for the cream products or brushes I already owned, rather than make a new tool set part of the first order.

Spend the first $8 on a shade match

Hydrating Camo is my proposed base because e.l.f. describes it as full coverage with a satin finish. I would use a small amount where I wanted coverage and leave the rest of the face alone. Check that the bottle says Hydrating Camo: the 16HR Camo product is a different formula.
For this approach, I would prioritize a shade that blends into the skin beside the area being covered. A much lighter under-eye choice can look separate from the rest of a bare face. The product page lets you narrow by shade depth and undertone; that is a starting point, not a guarantee from a screen.
Full coverage is useful in a small area, but it does not mean that applying more across the face will give the finish you want. If you prefer an even wash of color everywhere, I'd choose a skin tint instead of forcing concealer into that job. Our skin-tint guide takes that different approach.
Let the color product do two jobs

The $6 stick is included because e.l.f. explicitly makes it for eyes, lips and cheeks. I would mainly use it on cheeks and lips in this routine, so one purchase takes the place of separate blush and lip color.
Dazzling Peony, shown here, is described as a neutral pink with shimmer. I would not order it solely because it is the shade in the photograph. Choose a depth and finish you want in both places. A color you like on your cheeks may be less useful on your lips, and a shimmer finish will not suit someone who wants matte blush.
The brand describes a cream-to-powder texture and says it can be blended with clean fingertips. I'd take a little product onto a fingertip and press it over the concealer, rather than drag the stick across the covered area. Add more only after checking the color in ordinary daylight.
If you already have a blush you love, keep it and use your existing lip product. Saving one space in a bag is not worth buying a color you will avoid.
Choose the mascara for its brush

At $7, Lash 'N Roll leaves enough room for the other two products without needing a sale. Its curved silicone brush has shorter bristles to carry formula and longer ones for separation. That is the feature behind my choice for a simple lash step.
I'd start with one light coat and use the longer bristles to work through the lashes. I would not promise that this mascara removes the need for a curler or holds every lash type in place all day. Those results need personal testing, and e.l.f.'s curl and wear claims are not our own wear-test findings.
For someone whose priority is avoiding transfer, I would choose the mascara around that problem first. Our mascara guide for oily lids addresses a different buying need from this compact-bag exercise.
The order I'd follow
Apply your normal skincare and daytime sun protection before the makeup. Then use concealer only where you want it, press the stick onto cheeks and lips, and finish with mascara. Keep the amount small enough that you can decide what needs another pass.
This list leaves out brow color, powder and a separate eye product. If one of those matters more to you than mascara or blush, swap it into the routine instead of treating three as a rule. The aim is a bag built around the features you care about.
What the $21 total leaves out
There is no new primer, setting spray or brush set in this basket. You may already have a reason to use one; it simply isn't included in the cost. I would also check delivery before ordering: the product subtotal is below e.l.f.'s advertised $35 free-shipping threshold at the time of research.
If your order costs more after shipping, compare the same products and shades at an authorized local retailer. Buying another $14 of makeup to avoid a smaller delivery fee does not make this a $21 routine.
How I chose this basket
I checked current US brand listings, prices, intended uses and pack sizes, with Ulta listings used to corroborate the concealer and mascara sizes. These are proposed editorial choices, not a timed application test or a claim that we wore these three products together. The product photos show packaging, not the results of applying the routine.
